Electric Fan Question

Under what conditions should the electric fan be running on my 1995 Crown Vic?
There is a two wire connector at passenger side, just behind the radiator which exits from the fan shroud. Is this the fan wires? Can I just apply 12V from the battery to test the fan operation? I presume the Red/Brown wire is the + (positive) and the Black is the ground (negative side).
Is there a relay that controls this fan? If so where is it located?

On a '95 Panther, the electric fan should come on ONLY when the A/C pressure gets too high for the mechanical fan to deal with.
I do not have the pressure at which this fan activates here, nor do I have the relay location.
However, all that will happen if you get the wiring wrong (for testing purposes) is the fan will run backwards... no damage.

Thanks for what you have given me so far but I really need a dynamic test to make sure it really works.
Yes I can test the Fan motor with 12V across it but if it runs how do I know that it's relay is kicking in or making contact outside of overcharging the A/C system and like you said... what pressure on high side and this brings in another question...which is I suspect is sensed by an opening of the high pressure switch...
Just got an idea... Tomorrow will run A/C and pull of the High pressure switch and see what happens... maybe fan will turn On!

This is from service manual for a 95 Grand Marquis. Makes no mention of the high side switch. Mine runs whenever the A/C is on.
Description and Operation
Some models are equipped with an optional electric cooling fan. The auxiliary cooling fan motor runs continuously when air conditioning is ON, and does not cycle ON/OFF with A/C clutch. Fan will shut OFF at speeds above 45 mph when coolant temperature is less than 220°F. It will also operate when coolant temperatures are above 220°F, even with A/C OFF.
