Boost problems please help!!!

ok my friend has a talon fwd like a 93. the problem we were having is that he couldn't boost over 10 lbs so we thougth that it migth be the turbo or charge pipes so we went ahead and upgraded the piping to 2.5"
and got a ball bearing turbo I think with a 48 trim or something like that.
he is runing a front mount intercooler, 38mm tial external wastegate, greddy BOV, and 3.5 in exhaust piping. But a the end he was still at the same spot as the begening with only 10lbs so we unpluged the tial so we could be runing unlimited boost and it still didn't go higher then 10 lbs the funny thing about it is even if the wastgate is connected it does not open at all not unless we set the boost controler down to 8lbs then the waste gate opens because of the 8lbs spring. we switched the bov with mine just in case the bov was leaking but nothing,. the only thing that we were wondering is if maybe the manifold that was custom made was build wrong and we are getting some sort of back pressure, what do you guys think???? thanks for your help.
