The steering wheel moving up and down is from either loose or worn out bolts in the steering colum it self. You'll have to take the steering wheel off to get to those bolts to tighten them. Its not easy without a steering wheel puller and a lock plate removal tool.

As to why both turn signals are working when you turn the left on....Have you checked the flasher? And make sure you wired the plug correctly.

There is a ground light that hooks from your chassis to your tail lights, make sure that is still connected.

ok yeah i checkd there connected right and as for the ground can u tell me where on the chas. its located. Also I just replaced the whole steering colume. Since the front lights work and everything i think that a wire is touching some place on its way 2 the back. Cause all the wires in the front are connectd fine, because the fronts work fine. So yeah if anyone can tell me the path that the wire runs it would save me some time and I really appreciate it. Thanx all Ken

Its no further than a foot from your whole tail light assembly. You will see a lone wire that comes out from the rest of the loom.
