I heard that anyone can import a car if they take out the motor and ship them separtely and file for a new title when they get it in the states how shady is this? Also I was wondering if there was a law about the age of a car, meaning this: In Japan you can import a car thats like 25 years without much hassel. I was wondering if the US had a simular policy. By the time I leave here in Japan my car will be 18 years old. Thanks

You've got it backwards... America has the 25 year rule. And yes, you can import a car in pieces, reassemble as apply for a Kit-Car title.
Illegal? You bet.
Can you get away with it? Sure... For a little while at least.
Just do it right man. Otherwise you're going to end up with a pile of Shit, that you call a Skyline.
