car wont rev

my h22 is been acting funny for a while. sometimes it drives fine and at other times my redline kicks in at 6500. the problem has been getting worst and worst. it went from stopping me sometimes to stoping me all the time. resetting the ecu doesnt work. it use to work for i while but know as soon as i drive down the street the problem comes right back. vtec also still works but i dont know if thats cuz i have a vafc or what. somebody help

no check engine light?? when was the last tune up?

car has been tuned up recently. cel codes are 10, 12, and 21. 21 only when it gives this problem
