85 bronco, difficult to start

1. the engine was somewhat recently rebuilt. but when it is cold, it starts but dies immediatley unless i rev it up. i have to hold the gas down at about 1800 rpm. then when it is warm, about a minute later, it stays running. the idle speed is at about 700 rpm. (This happens with or without that engine warmer valve thing.)
2. also the steering is kinda funny. it pulls to one side. but if i tug the steering wheel to the other side it straightens out and is fine. then a minute later it seems to "catch" and it will pull to the side again. its off and on. the alignment was done a while ago, when i apply the brakes it slows down without pulling to the side, and the tread on the tires is wearing evenly.
3. Is the tailgate lock automatic?
