Washer fluid pump

I was going to replace the washer fluid pump on my wife's 2003 Sonata and then realized it was tucked in behind the mud guard in front of the right tire. How do I take off this mud guard?? It has two plastic screws underneath that don't come off even if I turn them counterclockwise. They just spin in place. Any help with this please?
