this problem happens Allot with 1996 and newer gm trucks&suv
it is the pulse wipper board in the wipper motor located on the firewall
on the drivers side. It is very easy to change and the part is about
$30 at a local parts store. There is a post on here about how to replace
them, didi mine 2 weeks ago.

I had my '96 Sierra fixed under a recall. Check it out, cost me $0...

i know im late on the reply, but its the harness connection to the wiper's motor. the ground is bad, either replace the harness or ground it yourself.

The wiper delay module is a really easy fix here.
My wipers went intermitant and then stalled with a buzzing.
Module out - three screws beside the motor. unplug harness. module in and recover. sweet.
Why does GM use crappy boards. You know how bad the parts are from the counterman's smile and nod when you ask for the part

conect wire from wiper motor mounting screw on firewall to good ground like the engine.Make sure wire make good contact with wiper motor housing. Many peaple have replaced boards unwitingly when all they need to do is gound the thing. This has been a problem with most GM vehicles for almost ten years.
