Changing legacy belts

I just bought a 99 legacy and the shady dealer must have coated the belts with dressing...within a few days they're squealing like banshees. In the DC area, I can't finad anyone who will change them for under $200 ($42 per belt + $80 labor + tax) but I can buy the belts at AutoZone for $10 each. Problem is I've never done this before. Looks like I can swing some components to get the tension off the belts, but then how do I get the tension back? Anybody got any tips?
