Need Suspension help

i own a 2000 honda civic Ex coupe. I have been considering lowering the car by some means, while obtaining some performance if possible. I have explored the options of lowering springs but keeping OEM shocks/struts. Would it be worth the extra money for me to purchase new shocks as well? Are coilovers a reasonable option as well? I basically need information about the best option for me, while keeping it withing a reasonable budget.
