Adding remote access to 1999 Grand Am

I purchased and installed the remote access receiver and transmitter fob to my son's 1999 Pontiac Grand Am. The two items communicate as I can see the sychonization signal on the oscilloscope when pressing and holding the unlock and lock buttons. However, it cannot communicate with the body control module (BCM) in the car. I assume the BCM has to be reprogrammed or flashed to add the remote access code "AUO" for the remote access function to operate.

My problem is: The dealer was successful in the making the remote transmitter and the receiver synchonize, however, when the dealer attempted to reprogram the car BCM, the technician claims the Tech 2 scanner does not have a screen option to add the remote access code AUO. On top of that, they charged me for not being able to reprogram the BCM. I am ignorant of what the next steps are for the dealer technician to be able to reprogram the BCM for remote access. Does the VIN number have to change? Is there a tech support line he has to call to get the proper flashing instructions? I would deeply appreciate any help on this.
