engine keeps increasing revs

When i am driving and drop the clutch to change gear the revs keep climbing for a short while and then slowly drop back down. This problem doesn't always occur and when it does if i restart the engine it seems to stop, this made me feel that the problem could be electrical however i don't know of any electrics that are linked to the throttle.
I have greased up the throttle cable and it doesn't seem to stick.
I havent yet had it happen when the car is idleing only when the car is in motion.
Any help would be great!

Suspect your IAC or other air sensors.
I am not certain how to diagnose a bad IAC... perhaps someone else here can troubleshoot that for you. It is a relatively inexpensive part though. Your car is old enough... it is time for it to go bad.
Just for an experiment... start the car and let it sit at idle for several minutes and see if it is erratic or holds steady.

i tried leaving the engine running for several minutes and the revs stayed steady.
The engine did heat all the way up until the fan came on don't know if this has anything to do with it
