Radiator fan not spinning

My 95 taurus' radiator fan has stopped spinning, if the AC is turned off. The problem i'm having is that my AC unit is siezed, and i can't turn it on for extended periods. Needless to say, with no working radiator fan, I'm overheating in traffic/at idle. The fan blade will spin easily when the engine is turned off which leads me to believe the fan clutch is worn out.
Like I said, it will blow like a champ if the AC is turned on, but that just won't cut it since I can't leave it on for more than a minute or so.
If you have any ideas for what else the problem might be, give me a holler, i'd sure appreciate it.

Check coolant level.
Check temp switch that controls the fan.

yeah, the problem is probably your thermostat, I don't believe that there is a fan clutch, I think all Tauri have electric fans seeing as their engines are transversely mounted and all
