You will have to have the block machined to take the 400 crank. Go talk to a local machine shop. They will walk you threw it but there is alot of work to be done to the block to go 383.

you will have to have the block clearanced, or you can do it yourself. Basically, the crank might hit some parts of the block so you'd need to put the crank in the block, try to rotate it, make note of where it hits and grind away until the crank clears.
Keep in mind the 400's are externally balanced.
Also pay very close attention to what you have machine work you have done to your heads and block. Figure out exactly how much, if any, the block and heads will need to be decked to avoid problems with piston clearance.
Just make sure you have everything planned out before you start buying parts and having machine work done.
