86 GL bucks and kicks

My jetta lunges/kicks back and fourth quite violently in first and second gear, especially when creeping along at low speeds. It starts rough these days and I am loss for what to do. I think the cat is partially obstructed, but I have done tune-up parts and an O2 sensor recently.
