Not sure on the 92 Civic ECU, but most Honda ECUs have a rev limiter built in to them. What ECU is it? My ECU (ODB-II) limits at 7200.

well..its gotta stop reving eventually..92 was obd1 (or pre? correct me??) but i think it should limit at around 7500-8000. wherever your redline is, honda usually limits it a little higher.

right now I have a P28 ECU and I hit my limit at 7200RPMs =`( sniff I miss my GSR ECU but mon-tue I will have a new hondata unit woohoo
Im going with the civic SIR "b16A" fuelmap or I might go custom and do a Vtec setting of 4400-4600RPM and have the redline at 8300-8400RPM =) I can't wait I hate shifting at 7000rpm =`( sniff sooooo low =)
