whats the liter of a 4.3 bored 30 over? how much hp may this make?

Very little on just boring out. You'd get more with a full professional port and polish.

4.3L bored .030 over will be 4.37 Liter.
4.3L = 262.5 CID. 4.37L= 266.6 CID
The practice of "boring .030 over" is not for the purpose of increasing displacement. It is done to true up the cylinder walls and provide a good surface for the new rings to slide on.
