Stock wheels chrome finish is peeling

My front wheels have the chrome finish discolored and peeling off. Has anyone refinished the finish, or figured out why they peel?

Mine have that ugly looking too but I can see clearly all peeling and corrosion started at the place where lead balance weights had been installed. It is a well known chemical fact that contact between 2 different metals create a voltage that immediately starts and accelerates corrosion. OF course this needs the plastic protective coating to be broken first, but that it exactly what they do when they install the weight.
In good old times (possible now at responsible places) they used glued on type weights on "mag" rims, or installed weight on the inside of the rim only, which might impair 100% perfect balancing though for front wheels.

I suspected the same, or perhaps the brake dust reaction. Hate to steel wool the whole where - afraid it might look worse.

I did buff aluminum wheels on my son's Niva with high speed wire brush buffer and then painted them with mag wheel paint. It turned a very nice job but the shape of the rims faces was easy to reach and other faces I wanted to keep rough easy to avoid; Sportage rims are more twisted and I did not risk it...yet.
