please help with info on this talon

so i'm ready to buy an eagle talon. there was an auction on ebay i was tracking, but it ended before i could bid. it's in a few towns over from me. the reserve on ebay was not met so the seller did not have to sell the car, i emailed and he said he had it if i wanted to look at it.
on ebay he lists 3 problems with the car. i'll paste the whole description for you.
"for sale 1991 Eagle Talon Tsi All wheel drive turbo 6 bolt motor, 4bolt rear end, Act2900 clutch, Head was just went through, valve job, crower stage 1 cam, new water pump, new timing belt and adjuster, new radiator, buschur racing big 16g ported and clipped with dejon tool outlet elbow, buschur racing upper intercooler pipe with 1g bov, nology wires, white gauges, white hvac overlays, short throw shifter, ground control coilovers, Turbo XS boost controller, 2g five star wheels, stainless oil feed from oil filter housing, k&n and probably missing a couple of things
the car needs e brake cable, downpipe,has a gear oil leak where the shifter arms go into the tranny, it's the rubber seal. I have a brand new one and boot, only problem is I don't know how to install it. Great body"
now my dad, being pretty mechanically enclined where as he fixes all family cars, but does not know what the downpipe/gear oil leak involves, how much it will cost me in parts (however he does say its the rubber seal and he has a brand new one) and if it's a job for a shop. he says the ebrake cable will be no problem
of course i'm going to go over and take the car for a ride before i purchase it, but if someone could give me a feed back on prices i'll be looking at to get all of this fixed that would be great. thanks for your time in reading this message.

First, How much is the car?
Second, the downpipe is the pipe that leads from the turbo exhaust side to the cat conv.
NO e-brake?

theres no ebrake cable which is an easy fix.
it's a 91 and i think about 2000-2500.

thats not a bad price as long as all that work and mods were done right. does he have receipts from a good shop in your area or did he do it himself? the dowpipe is easy and its a chance to upgrade it since the exhaust is a restriction anyway. not sure what all is involved in the gear oil leak
