EGR /check engine problem

I have a code referencing "insufficient EGR flow".
I replaced the EGR vacuum modulator and VSV. Light came back on.
Tested EGR. Engine dies immediately at idle with only slight vacuum applied at EGR so that should indicate the ports in the intake are clear.
I had a parts store look up all things EGR related on my car. They have a EGR temp switch. I can't find the thing on my engine to replace it. I assume it would be near the EGR system but perhaps not?
I have a 1996 Corolla with a 1.6L engine.
I would greatly appreciate any help offered. I can't get through inspection and renew my tags until I get this check engine light cleared.
