hmm... where to start, well, it depends on how "complete" you want it, you can replace everything but the block and head it self and have practically a new engine, or you can just replace the seals and gaskets... it depend on how much u have to spend.

technically, but some people call it a "rebuild" so have whoever you bring it to specify what they are replacing and get it in writing.

how much would it cost roughly to have seals and gaskets changed?if i got the parts would i be able to do it myself?also does the head and block need any work?

Your chances of doing this correctly are on par with an ice cube's chance in hell.

We don't know what's wrong with your motor to make you want to rebuild it, so theres no way of knowing what it needs. The head could need new valve seats and cleaning up, or it might not. To change seals, bearings, etc, that's all diving into the shortblock so yes, you would need to work on the block.

if you have a mannuel and a good sence of tools and such you can do the "rebuil" or overhaul or whatever you want to call it by your self. Although if you did do that like rings, cross hatching, new water pump, oil sump, belts, plugs, wires, distributer, etc. I would have the Head taken to a shop and get it cleaned up and some new valves on there and such. but other then the head, you could probably do the whole thing your self, i did, and i know little about cars (before at least, now i have a greater understanding). But your car will be out of it for a while, so if you have the time go for, and you could learn somthing.

*EDIT* - you probably want to put some new bearings on there as well.. lol
