The BCM (body control module) is probably going bad and needs replaced. Before changing it though check to make sure the connections are good. Sometimes they get dirty or come loose due to vibration. I am not sure where it is located on the Regal.

The Body Control Module (BCM) for 1997 and up Buick Regal LS or GS and Century is located under the driver's side dashboard right next to the parking brake. It mounts vertically and the connectors are located on the bottom for access. Its the first module (big). The smaller one to the back is the Daytime Running Light (DRL) module.
To access it remove the felt covered kick panel (two retaining push on plastic clips) and drop down the panel. Look up and to the left, can't miss it.
