HELP!! Whirling Noise!!!

I have a 99 SVT Contour. Only 50,000 miles. I have been having problems with an extremely loud "whirling" noise when I start the car. The noise in much more prominent when it is cold outside. Rough idle is associated and sometimes stalling. I can't seem to get any help with it. Has anyone had any luck???

My first guess would be 'the moose'. Doing the throttle hang fix that is listed on contour.org will usually fix this.
