Power failure

Hello,
I have a 1998 galant. The car reaches 2/3000 revs slowly and hits rev limiter. it uses alot of petrol, if you half depress excelerater it will slowly rev above 2/3000 but if put foot down hard, it seems to hit like a rev limiter. it has done a 100k miles. Is there anybody who has any ideas, Mitsubishi dealer reckons it is not an electrical fault, supposedly a mechanical fault.

is the engine timed up properly?

Thankyou for your help. The timing belt tensioners had broken up and the timing belt had slipped four teeth, so timing was out. had new belt and tensioners fitted and is like driving a new car, thanks again for all your help.
