Driving light laws

I want to add a light/brush bar to the front of my Blazer, for driving lights. Ages ago I had a Subaru that had stock driving lights that were wired such that you could only use them with low beam. At the time I understood that to be the law. That's the way I want them. A friend who just installed his sez the law these days is opposite... you can only use them with high beams. What about the millions of cars in my rear-view-mirror that have driving lights on with low beams? Why the confusion? Is this because won't be stock, and will be on a light bar?

i suggest taking a trip to your local library, most librarys have copys of your local, state, and/or federal laws on book. you will find some interesting things in those books(IE - in my area, you can mount no more then 3 auxilery lights, but you can only have 2 on at a time) i used to spend hours there(i think that was the most time i ever spent in a library in my life, but thats not saying much)

I got a set of driving lights from Wal-Mart and mounted them under my front bumper. I installed a relay and tapped into the parking light circuit so that they'll come on with the parking lights. So I can use them as running lights during the day with the stalk switch in the parking light position. Then at night, they'll stay on when I turn the headlights on and they do NOT turn off when I hit the brights. I have went by many state and county cops in Washington and Oregon and none of them really give a shit.
