95 Jetta power window problems

I just bought a 95 Jetta GLS last week and it has many "rigs" on it. I've been fixing everything that's wrong with it but I'm not sure where to start when it comes to the power windows. The rear windows won't roll up or down with the rear door controls or the front dash controls. The front windows are a little funky as well. The fronts will roll down without much of an issue but when going up they'll reach the halfway mark then go back down and it takes a few tries to get the windows to go all of the way up. I don't know if this is a motor, switch, or some other type of problem. I'm missing a few relays like the A/C for one so I wonder if maybe the previous owner swapped in a wrong relay to get the windows to work halfway. Any help is appreciated.

The window regulator units will bind & cause the window to not full go up, then back back down. If both rears don't move you might want to start with the window lockout switch.
