Blower motor question

97 cavalier, right now when i have the A.C/Heater on, the blower only operates on 3 speeds, the numbers/levels 2,3, and 4s. I'm wondering, is it actually a four speed blower motor or is it only a 3 speed blower, with the smallest setting being off?

If infact it is suppost to be a 4 speed blower motor, would that mean the blower resistor is bad? Where is this resistor located on these cavaliers? sorry if this post seems a little confusing, its sure got me stumped.

bad resistor.... its under the dash. A haynes repair manual will be your friend.
