ive recently talked to a car sales/mechanical/chop shop/ etc etc store owner, after looking around this place i would be willing to bet that just about evertytihng in there is stolen, but honestly i dont care, because the guy said put a body kit on my 4th gen for 900$ installed or 1100$ installed and painted now this is a rediculously good deal compared to what ive seen body shops say it costed before, im very suspicous but there were a few cars on the lot that they had put the body kits on themselves and they looked really nice, so as long as i dont pay them up front or until i see the work theyve done im considering getting a body kit put on, any suggestions of kits that fit perfectly and look nice? high quality?

Just remember you get what you pay for. Preparation cost man-hours, and man-hours in a bodyshop ain't cheap. Most body kits (even the most expensive) require "preparation" before installation - imperfections in the plastic are common, and they need to be fixed before painting. Also, it's always hit or miss as far as fitment - sometimes mounting points aren't aligned and need to be re-drilled. Some fit with a little "massaging", and some need a lot, and I bet this guy wouldn't even try to fix a mis-alignment.
The guy who did my body work used to modify Bimmers and Porsches for competition, he said even the most expensive urethane kits need to be prepped before painting, and not many body shops are willing to put in the time to prep correctly.
Long story short: If he's willing to do the job for a cheap price, chances are he's not going to pay the same kind of attention to detail that you would if you did the job yourself. If everything in that shop is stolen, do you really expect this guy to be an honest businessman?
On topic: If you can find a Mugen kit for your car get it. WW is a popular brand but those kits are second rate compared to Mugen.

Gohan, any idea where to find a Mugen kit? I've searched around and they seem to be difficult to find. It's actually about the only one I can't find. To tetrahydro, it depends on what you like. I'm not really a fan of any of the body kits for our 4th gens, except the Hiro kit. I tend to like the lip kits better, like Mugen, JUN, and a few others I've found like SPi Europe Honda Aero, KC Aerodynamic Design, and Kaminari. Some of the Erebuni kits are nice too. Check out http://www.preludecrazy.com/gallery/exterior/index.php and go to the body kits gallery, you can't buy from there, but it's about the most complete gallery of kits I've found.

Sorry - I haven't been able to find anything for 4th gens either. King Motorsports has the most I've seen as far as Mugen products, but they only have 5th gen body kits. In the two years I've been driving a Prelude I've only seen one 4th gen with a Mugen kit (here in the US). I'm still looking though.
