what engine should i use?

in the fall i am going to purchase a 5th gen civic (probably a coupe)and want to know what engine I should go with. So far I have decided on either keeping the stock ex engine, building the bottom end, and buying the greddy tubo kit, and add bolt ons. I have heard that the stock civic ex engine can handle about 200-220 horsepower. My other option would be to swap in a non-vtec b18b and put the drag gen-III turbo kit on there. Supposedly the b18b is good for boosting and can handle 300-350 horsepower.
Once I'm done I will want to run low 13's or maybe high 12's. I'm not going to put a stereo, big wheels, or a heavy body kit to save weight.
Is it possible to acheive these times with these engine choices, or would there be a better (less expensive,yet reliable) way to get these times?
any advice would help

zex has a hatch with the d16( stock motor) w/ intae, header
and stock exhaust, ran a 13.3 on slicks.
that might be the cheapest way( thats what im gonna do)
but im gonna build my head and maybe you should too
