Try painting a fire extinguisher and use tiny scraps of plastic for the fittings.
For example:

detail master makes them (detailmaster.com i believe) Includes the mounting brackets, and the little knob. it includes 2. I put one in the back seat of my revell teg type r. I also bought hard line and fittings and plumbed it into the intake manifold with a scratch built solenoid on the firewell. The engine bay part looks like crap right now, but the bottle looks good.

If i was going to make one (it is one my long list of to do items!), i would go about it by getting some plastic tubes available from Plastruct or Evergreen. They're available in varying diameters so u can choose to suit and they're hollow. If u cut them to length then fill with putty u could then shape the ends with sandpaper. If u wanted straps on them u could use either thin plastic sheet, lead sheet or even exhaust repair tape which is shiney and would look really cool. For the nozzle u should be able to hunt down something suitable from around the house or from your spares box.
Give it a go and get creative, cost would be minimal and u would have enough material to make many bottles.
