Steering Wheel / Memory Seats

I have a 1997 728i. I have recently noticed that the steering wheels does not retract when you turn of the ignition. previously it used to. But it will come out and go by using the adjustment feature but it will not adjust upwards or downwards. I have also noticed that the memory seat function won't work. Can anybody help? Thanx
