Build b16 1/4mile

Hello Guys well i have a quastion Bout B16 i would like to know what parts do i need for b16 in (93 hatch dx) to run at high 13's like 13.8 13.9 will it be able to run it with
8lb Flywee,l stage 2 act clutch,Exhaust,CAI,Headers,Pulleys,Chipped Ecu port and polish Skunk Cams ?

well my friend with a gutted b16 crx runs 13.5's with just type r cams and intake mani on 24" slicks. it might have a p&p, not sure
