2000 Dodge Stratus - Need your help!

I have a 2000 Dodge Stratus SE with a 2.4L/4cyl engine. Since the day I bought this car, I have had problems and now I have 3 that I need solved.
First of all, when I accelerate, the car makes a "whining" noise. I think it is coming from the engine because when you turn the car over it starts to make this sound. Once I am up to 45mph, I cannot hear the noise anymore... any suggestions??
Secondly, when I make a sharp left turn, the tires sound like they are squeeling, but I think it may be something more??
Last of all, when I move the steering wheel back and forth just a few inches there is a swishing noise that is made. A friend of mine said that it is the steering belt... does this sound correct??
