electrical problem

We have a 1994 bonneville that is having an electrical problem.

There is no power and there is a ticking noise in the panel box located on the right passenger side.

The fuses are good.

Any suggestions, please

You could start at the beginning with the battery. Check the battery main terminals, both ends for clean tight connections. Get a voltage reading across the battery, then tell us what you have.

I'm with Mark on this one. Sounds like a low voltage problem. The ticking, if it is a steady pace like once every second or so, is probably a relay in a module such as the RAC module. A relay, since very little current is needed to activate it, completes a circuit that drains more current that can be provided. This reduces the voltage across the relay coil and the relay turns off. After a second or so, enough voltage will be across the coil again and the whole process repeats.
