2000 dakota SLT

My dad wanted me to see what we could do to get him some more gas mileage, and also see what we could do about better throttle response, hope someone can help. He has the 360 engine in it and it is just a dog off the line, we were thinking a chip but weren't sure what the best was. I mean the truck should be pretty quick and have lots of power off the line for the engine in it. He also was thinking cold air intake, will that matter if it still has the stock exhaust.
