No Headlights/Dome light

Got a friend who owns a 2002 Dakota and yesterday his vehicle wouldn't start so he jumped it off and took it for a new battery. Today he noticed that the dome light didn't work nor did his head lights, all other lights appear to be functioning. He said he checked the fuses, didn't see any that were blown but also said he did not know the location of the the headlamp fuse.

He is planning on taking it to the shop and I would like to save him a few bucks if someone could tell me what to check. Is there a headlamp fuse, if so where is it located? Is there a fusible link that could cause the headlight problem, if so is it easily replaced.
