brake pedal is pumping ????

Just bought a 94 Passat VR6 and I know it need new rear brakes. When I start my car, the brak pedal pumps a few times and does it sporadically for about a minute. The ABS light is not on, so I figure it's not that. Is this happening just because I need new brakes?

u know i have also a 94 passat glx vr6 and i have the same thing with the brake thing... but i dont know what it is..for example when i make a turn it starts and then goes off... i tought my car was the only one lol :P
