99 F-150 Windshield Wiper Problems

My windshield wipers come on by themselves when I turn my stearing wheel. This is not the first time I heard of this with F-150's. Does anyone know what the problem is?

It sounds like someone replaced the MFS and got a wire or two out of place and it's rubbing on the steering shaft.
