1996 Gti Alarm Problem

Hi,
I am new to this messageboard. My son just purchased a 1996 VW GTI and found the dash lights didn't work. He tried to change a fuse, and the alarm system went off. To turn it off we disconnected the negitive battery cable, and when we try to put the cable back on the alarm system sounds again. Anyone have any suggestions?
