No downlow power

Ok, my 89 S-10 4.3L has absolutly no down low grunt, 0-10mph (deadstop to around 10 or so) it is a complete dog, once you get past that, the power is just fine. I have already pulled the snorkel intake off of the air cleaner. I am wondering what I can do to fix this problem, and also improve the throttle response. When it is revved, it takes a little to long to come back down to idle, it seems like it revs, then goes back down in increments, maybe it is just a trait of the TBI 4.3L, but I don't like it.
