odd noise (seemingly) from front wheels

My 02 Mitsubish Galanve ES has developed a strange noise. It's a bit difficult to describe, but here's what I've noted so far:
1) It happens when you move forward and make a turn from stationary
2) It happens whether you turn left or right
3) It seems to get louder the tighter the wheels are turned
4) It appears to be coming from the front wheel arches
5) It does NOT appear to make a noise when you reverse left or right in to a spot
6) It happens whether I'm braking or not
7) I can hear the same noise faintly when the car is going in a straight line, but not when I get beyond 30mph. It seems to be becoming slightly louder in a straight line as the days go by- but I could be imagining this (?)
8) You can NOT hear it from outside the car
9) You can't even hear it inside the car if the windows are down
... and the noise I guess I would best describe it as a rubbing/squeaking which seems to change a bit as the wheels rotate
I took it in to my dealer a while back and they insisted it was a brakes issue. To that end they reported back the following work done under warranty:
1) replaced both caliper supports
2) repalced front pads (glazed)
3) resurface rotors (glazed)
I drove away and it was still making the same noise. Does anyone have any ideas? I'm going back to the dealer later this week and I'd really like to arrive with a bit more useful info for them...

check all your belts, thats my geuss.
and dont take it to the dealer....their complete idiots that just want to steal your money.

Your axil assembly need to be checked. Probably boot joints are wornout. I did it for $150 all rebuilt now. new boot covers and ball joints.
