Is the key in the ignition lock? DOes it turn? My understanding is there is a steel pin that locks the steering wheel from turning. WHen you turn the key, it manually releases the steering wheel. As for the shifter, it may have something to do with the brake switch as you have to step on the brake to shift out of park. I'm just guessing here, but hope it helps.

I would first check to see if the column locking pin is releasing when the key is turned. It probably will require taking the steering column apart to get access to the locking pin. Good luck with it, let us know what you find.

My 92 Taurus, with a console shifter, gave me a similar problem. I couldn't figure it out at first, because the first thought was that it must be mechanical in nature.

Turns out that I had to replace the brake light switch, mounted below the dash and activated by depressing the brake pedal. Real simple proposition, once you got yourself inverted in the driver's seat to look up at the brake pedal. A word of caution, here... This is the same switch that deactivates the cruise control when you step on the brake. I replaced the wiring harness as well as the switch, and have never had another problem with the shifter again.

Hope this helps
