low volatge at compressor

I got 1.7 volts and a strong ground at my compressor plug. I jumped the compressor-clutch comes on and it works fine-but when I switch on my dash-I only get 1.7 volts. I swapped relays real quick and it didn't seem to make any difference...I figures the realy was not popping on...where to look next?

Trace the ground from the relay itself and from the switch
