When i drive my bike, theres this sound thats kinda like a continual clicking/ticking sound, i drive a ninja ex250 r, is this normal for my bike? Also, i was driving yesterday and was goin from 3rd to 4th and i gave the shift lever a tap and i let out the clutch and all of a sudden it was in like a weird neutral... Is it possible to get stuck between gears every once in a while? This is the first time its happened. Thanks guys.

I'll need a little more descripton on the "ticking" to make a diagnosis... How often is the sound made? Does it increase with speed? Every gear? Stuff like that.
As for hitting a weird neutral, it's called a "false neutral" and it is something that happens. It's not "good" for it to happen, but it is not unusual for it to happen to everyone at one point or another.

Changes with speed, and seems to change in frequency with the speed, is it the chain?

Could be the chain, cam chain, could be a valve (though not as likely). If you are concerned about it, try lubing up your chain (after cleaning it, preferably) and see what happens. You can find chain cleaner and wax/lube at any local bike shop.
