rev limiter

i have a 1994 cbr 1000f. before making some exhaust and jet changes, the power would drop sharply at 11000 rpm. i assumed this was the rev limiter coming in. after modifications,on a test run, the motor pegged the tach without so much as a hiccup. so if this bike has a rev limiter what could have happened to it? if not then where can i get one?
