My brother is struggling living on his own and he barely got a vehicle to get to work but its broke down (obviously) We aligned the timing belt correctly and the engine turns over... There's fuel going to the engine but I don't think the spark plugs are firing... Or some other reason for the engine not to start, but it still turns over. Does anybody know what it could be?

Just a couple of guesses.
Coil
ignition modual
burnt out plug wires
bad spark plugs
Try looking into a shop type manual (haynes or any other brand)
Just about any ford the same year will have the same basic parts and methods of testing. Although they might look a little different.
Just follow their test instructions and you should be fine
The cost of just some of these parts will quickly add up to more money that getting a mechanic to just find the problem for you.

Yeah, there's a new module, forgot to add that but I was told this after posting. That might change things.

Alright it was the modulator connected to the distributor. Works just fine now.

It's nice to see that it wasn't much wrong.
