Washer Pulse Board

Some time ago my wipers decided that they would only work intermitently on all settings except high. Some times they work fine, other times only on high. I do not have a problem with this but since this is my wifes van and she does have a problem with it I thought I should get it fixed. I assume it is the pulse board that has gone bad. Relatively inexpensive but how do you get to it to change it and where exactly is it? I do not want to tear into the dash until I have an idea of where I am going. Any help or comments would be appreciated.
