94 Idle issues!

My 94 that we got running again is now having idle issues. I dont know if the timing belt could be streched or what. When i start it it goes high as if the choke adjusts for the temp. Then when you give it gas (even if it has sat running) it revs then holds that rpm and slowly works its way down. When driven it holds rpms then when clutch disengauged it revs and holds at like 2500-3000. I thought maybe this could b the throttle control sensor, but the idle works its way back down to 1000. estimations since there isnt a tach.
