Won't pass DEQ

My 1994 V6 3.1 Cavalier won't pass DEQ. My boyfriend asked about it on Chevy talk and someone told him that one of the fuel injectors might be stuck open? Is this possible? And if it is...is there anyway to know which one it might be? By Oregon law I'm only allowed 2 trip permits per year and I'm in the last days of my last one. Please help me soon!!!

What the heck is DEQ? Something like emissions?

It could be any number of things. Cat could be plugged up. Could be bad plugs or wires. Could be a vacum leak. So in short i would say the best thing to do is to take it to a good shop[ in your area and have them take a look see.
