Fuel Filter - boy i feel really dumb

heh... sorry if this sounds veerrrry dumb, but....
i have a 99 civic DX Hatchback and i cant get my fuel filter off! i spend about $25 on a nice new civic fuel filter and i think its running on its origional fuel filter. its has about 50K miles, so its due for one right?
So i took off the upper line with the "banjo" bolt that goes to the engine, but i cant get the lower line off (which comes in from the tank). I got a wrench and started tugging at it, but being the weakling i am, i couldnt turn that dang nut. So my dad tried... and the part of the firewall it was mounted on started to bend back and forth a little... lol. Its reeaaaally stuck on there good.... that or we're not doing something right. It should be just like removing the upper line right?
Do i need a penetrating oil or longer wrenches or an oil wrench to grip the filter body or something?
Any help, any at all, is much appreciated.

Soaking it in penatrating is never a bad idea, let it soak for a day or two. I use a crows foot line wrench on a long 3/8" extension w/ 3/8" ratchet.
